Improvisation Modern Organizational Theory vs. Improvisation Organization theory deals with the formal structure, internal working, and external environment of complex human behavior within organizations. As a field spanning several disciplines, it prescribes how work and workers out to be organized and attempts to explain the actual consequences of organizational behavior (including individual behavior) on work done and on the organization itself.(Gordon and Milkavoich, 147) It has been evolving for centuries on how should work be done in the public administration and how the organization should be. Research findings have emerged about what motivates workers and how different incentives affect various tasks, employees, and situations; and the environments in which they operate. (Gordon and Milakovich, 147) Even with all those research statistics and different modes of thought toward organization there are still situations in which the rational approach to public decisions does not help. For instance, what if the environment is instable and ha s no guidelines or precedents to follow? In the case of Israel, improvisation has changed the organization of public administrations, uprooted the conventional models for policymaking, and strayed off from the Weberian model of administration. This kind of improvisation is the product of cultural and personal predilections and environmental circumstances,(Sharkansky and Zalmanovitch, 1) The use of improvisation is dependent on the culture and the environment in which policy decisions are made. For example, the use of improvisation is found more so in Spanish managers. Why? Spanish mangers express an explicit preference for spontaneous, improvised managerial style over the methodical and formal planning favored by their American, English, and Dutch counterparts. (Sharkansky and Zalmanovitch, 2) Another proponent of improvisational technique is the Israelis. Improvisation is made inevitable in a situation where problems must be dealt with expediently and on the spur of the moment. Taking into consideration the conflict between the Arabs and the Israelis, improvisation is essential to running administrations. The formal theory such of Max Weber cannot apply since its framework of rules and procedures are to ensure stability, predictability, and reliability of performance; yet, with no stability or predictability in the environment these theories only fall short of thei r expectations. Rational panning has already been pointed out a century ago by Herbert Simon (1976) to be bounded by many factors such as: skills, habits, and reflexes, values, etc, which makes it impossible to achieve rational planning that is suited for the situationMoreover, rational planning does not have primary value in Israels cultural heritage. Survival in the Diaspora often depended on an ability to act quickly, with limited resources, under harsh, changing, and uncertain conditions.(Sharkansky and Zalmanovitch, 2) With endless terrorism, continuous war, and a population growth that shifts from month to month there is the perpetual challenge to respond to each situation expediently and ingeniously. Even with the scientific management organizational theory, the formal structure and rules, the highly centralized top management levels, and especially the standardizing procedures would make policy-making decisions disastrous for Israel. This mode of organization is to increase productivity, thus profits. Yet, Israels leadership has to consistently accomplish a wide variety of expensive goals with limited means. These goals included creating the infrastructure of a modem, industrial society in an undeveloped setting; creating a welfare state which could house, educate, and provide employment and healthcare for successive waves of immigrants and their children; and provide its citizens with a decent standard of living. (Sharkansky and Zalmanovitch, 3) With all of these pressures to be done on an econ omy of scarcity, the profit idea fits nowhere. Lord Of The Flies Essays (817 words) - English-language Films Lord Of The Flies Lord of the Flies Director Peter Brook based Lord of the Flies on the novel by William Golding. The film, released in 1963, is the tale of a group of upscale British schoolchildren who are being flown out of London to the supposed safety of the South Pacific before war erupts. Their airplane crashes and the lads are left to fend for themselves on a remote island. The storyline takes the boys from innocence to savagery. The film did not receive rave reviews from critics. The film version takes away some of the creative imagination that comes from reading the story, but its images are as shocking as one might imagine little boys turned into violent savages(Webster, Apollo Guide). The reviews could be in part from the inexperience of the actors. The little boys were almost all non-actors whose parents volunteered them for the job out of respect for the book (Webster, Apollo Guide). However, Peter Brook did an excellent job of depicting the possible outcome of the situation with which the children are fac ed. This film shows human nature in its truest form. Society is faced with people who are vulnerable to others, those who are capable of making the right decisions, and some who feel the need to violate the rules. Piggy, portrayed by Hugh Edwards, is the most vulnerable character. At the beginning, he makes the mistake of divulging his nickname. Piggy seems to be intelligent and sensible, but lacking the confidence in himself to put it to use. Jack belittles Piggy throughout the film. He continuously calls him Fatty and at one point slaps him in the face, which causes his glasses to break. Piggys only hope is the friendship of Ralph, who betrayed him at the beginning, only to eventually become his best friend. Piggy never succumbed to the savagery of the others. In his last words, What is it better to be, a bunch of savages like you are, or sensible like Ralph is, he proves that it is possible for someone to remain themselves and not succumb to the pressures of others. Piggy is the symbol of rationality and adult society. Ralph is the character who always tried the orderly approach. Throughout the film, he tried to care for the others and be the leader that the younger children needed. However, Ralphs leadership is doomed from the start. Jacks resentment of losing the election is evidence of the upcoming trouble that Ralph will face. He seems to notice signs of rebellion after the first pig roast. When the plane flew over and the fire was out, his encounter with Jack signaled the breakup of the group. Ralphs last appeal at civility came after Jack took the conch away from Piggy and Ralph said, You are breaking the rules. The rules are the only thing we got! Ralph continued throughout the film to stand by Piggy and the younger children. Even after most of the children left his group, Ralph still had respect for their well being. Jack is the antagonist of the film. From the beginning, he is upset about losing the election and resents anyone who did not vote for him. He continues to act as if he is in charge. He continually belittles the other children and leads the older boys towards savagery. Jack eventually splits the group and forms his own tribe. They paint themselves like savages and begin to chant and have warlike dances. Jack seems to become more violent as his power increases After Simon was killed, he defended the slaying by telling the others that it was the beast disguised as Simon. Jack seemed to have turned into a dictator toward the end of the film. He is shown having the smaller children whipped; his cruelty eventually led to the murderous search for Ralph. This film shows the viewer several different personalities, all of which are in our society. It shows the variety of people who are forced to live in the same world. Goldings novel is the sort of fable that could shock only those who believe in the onwardness of civilization, as some still did in those days. Childhood bullying has been hypothesized to be a specific type of antisocial behavior that can yield adult antisocial personality disorder. However, there are cases of adulthood antisocial personality disorders which may have no bullying history. From the psychiatric point of view, the aggressive behavior in the childhood may continue similarly in the adulthood due to persistence of impairments of both the recognition of emotional stimuli and cognitive control of emotional behavior. Therefore, it can be argued that these problems may arise de novo in the adulthood, and if it originates in the childhood bullying is just a manifestation of this problem. The House of God by Samuel Shem Essay The House of God, by Samuel Shem is a satirical novel that represents the lives of young interns interning at a hospital nicknamed â€Å"The House of God.† The came from the top of their medical school class to the bottom of the hospital staff to serve a year performing distasteful work, experiencing poor working conditions, and losing close contact with family and friends. But only the Fat Man, the all-knowing resident, could sustain them in their struggle to survive, to stay sane, and to be doctors. It is a four hundred and thirty-two page novel illustrated with numerous medical references and college level diction. The book fits well with the current AP English literature curriculum because it is known to be the Catch-22 of medical professions and offers the same themes and character conflicts found in other suggested readings. The House of God is a must read for all students enrolled in AP English. It expresses irony, humor, conflict, character development and many themes. The novel allows students to read a book similar to Catch-22 without having to deal with another war novel, like A Farewell to Arms. It captures interest through a chronological flashback, unlike Catch-22, where the order of events is unclear. It also offers students an insight of the cruelties and realities of the medical profession that parallel the military profession. In the end the reader learns the effects of oppression, fatigue, and the psychological development of each intern. These understanding will further enhance a students knowledge of theme and conflict. However, introducing the novel to the curriculum has some disadvantage. It is constructed with vulgar language through the last page. The language is especially explicit during the numerous sexual intercourses between the interns and nurses. Students should be mature enough to get past the crudeness but some teachers and students may not be open to the vivid voice and scenes. Also many of the characters are stock characters and confusion arises about whether or not they are important to the central plot. Lastly, some students will not be familiar with the medical references of diseases and symptoms stated throughout the novel. Nevertheless, this is only a minor disadvantage since some terms are  explained as doctors ridicule the interns knowledge. Despite the disadvantages, the novel fits well within the curriculum. It has offers a difficult reading level that challenges students reading, a strong use of literary techniques, and a psychological understanding of dynamic characters. It is the same length as Catch- 22 but it is easier to understand and expresses a clearer message on the realties and psychological tolls of a profession.

The supply problems of major cities require integrated approaches that combine demand management, leak repair, backflow prevention, wastewater reuse, and the efficient, sustainable exploitation of sources. Solid Waste Disposal. The interdependence of sanitation aspects is illustrated by the need for adequate solid waste removal to prevent the blockage of rainwater drains. Collection of refuse in hot climates must be frequent since piles attract flies and rats, and it should rely more on local labor-intensive methods rather than on expensive trucks. For the operation to be successful requires close cooperation between the users and providers of the service, and financing must come either from municipal recurrent funds and/or user fees. Excreta Disposal. Large sewerage infrastructure projects tend to be too expensive for the vast majority of urban and rural people in developing countries, and it may be impossible to build a sewage network infrastructure in congested, narrow streets. On-site options include latrines, pourflush toilets, and septic tanks. There should be evaluated at each location according to needs and priorities. As water use grows in villages and towns, wastewater from washing and bathing (sullage) can be cost-effectively handled by a separate drainage system coupled to on-site excreta disposal. Garbage is a never ending cycle. Every day each household produces a significant amount of trash. The more we consume the more garbage we incur. Garbage disposal has been a monumental problem ever since. ( Yapchiongco, 2012) For a lack of historic time series of reliable nationally representative drinking water quality data, the JMP cannot report on the actual water safety aspect of the MDG drinking water target. The proxy indicator used in the global survey methodology – â€Å"use of improved drinking water sources† – does not guarantee that the quality of drinking water consumed by people meets the standards for safe drinking water as proposed in the WHO Guidelines for Drinking water Quality (WHO, 2011). Pollution from domestic and industrial sources, geogenic contamination, and poor sanitation and hygiene all threaten the safety of drinking water sources. In recognition of these threats, many drinking water supply operators and regulators are adopting an integrated risk assessment and management approach that takes risk spots and events into account along the chain of events from source to tap. Strategies include quantitative microbial risk assessment (QMRA), sanitary inspections, the application of health-based targets and water safety plans (WSPs). The practice of household water treatment and safe storage (HWTS) can help improve water quality at the point of consumption, especially when drinking water sources are distant, unreliable or unsafe. However, HWTS is a stopgap measure only and does not replace the obligation of a service provider to provide access to safe drinking water. It is intended for people who have no access to improved drinking water sources at all, for people with access to improved sources outside of their home or premises (i.e. when contamination can occur during transport and storage), for people with unreliable piped supplies who have to store water to bridge the gaps between deliveries, and for people in emergency situations. People relying on unimproved drinking water sources who apply an appropriate household water treatment method are still not considered to have sustainable access to safe drinking water. Currently as a nation we use severity as our biggest form of deterrence; our threat of imprisonment has grown dramatically over time. In 1985 the average release time for a conviction of robbery was 32 months and in 2002 it jumped to a minimum of 53 months (Incarceration and Crime). We focus heavily on severity and longer incarceration rates; the idea is that a 10% increase in incarceration would lead to a 1.6%-5.5% decrease in crime (Lieka 2006) but this is not true. Prison rates have increased tenfold since 1970 and yet the crime rates have not dropped near those percents.The leading argument against increase in incarceration uses other states as examples of how ineffective it is; for example Florida heavily focuses on imprisonment to reduce crime with no effect (Incarceration and Crime). This idea would be great and a good mode of deterrence if those who go to prison actually learn their lessons and mend their future ways. Also if the unwanted effects of prison were at least toler able this might deter crime but sadly even after experiment and evidence it is not a well functioning theory. The cost of funding our mass incarceration does balance out the decrease in overall crime. Besides when we have a nation who is majority hard on crimes compared to other crimes we end up severely punishing people who probably would respond better to rehabilitation than jail.
